Have you spoken to the tortoise's breeder, a lot offer to buy their babies back if you no longer want it.

Hi, I was just wondering if you had decided to keep your tort? If not I hope you have found a fantastic new home for her/him, Im sure you were inundated with offers of help from truly genuine people.
