Give him/her time to setttle into the new suroundings. Some torts takes weeks to settle you will just have to be patient. Suggest you bathe the tort daily in nice warm water and feed just after bath to instill a sort of ritual bath = food. Dont handle except for bathing. Keep talking to it so it gets use to you.
Sounds daft i know but it worked for me.
gud Luk

Yep it's normal.

I re-homed a tortoise a few weeks ago and he has only started to eat a liitle now.
He does drink loads when he has his baths though.

Keep your tortoise hydrated by bathing him daily.

Hi what are your temperatures, a hot end near heat source, cool end no heat. What night time temp's does the tortoise have when day heat source is off.

He should be awake most of the day. What are your temps?
