Default hatching problem

Hi all my first tortoise hatched fine and is now walking around his new house.

My second tortoise pipped a small hole for his nose and has broke top half of egg away but he does not seem to move there is slime with blood coming from underneath him which i think the yolk sac must still be there ..

Should i take him out the egg to see if his sac is still there or should i just leave him?

Also would he pip with the sac still there and would they just lie there without moving because of the sac ? He pipped yesterday

If there is some shell under him/her then leave well enough alone.
It sounds as though the sac has ruptured, its always best to let hatchlings do their thing. And only intervene when its around two-three days of them trying to get out.
And yes hatchlings regularly will pip with a large egg sac. And this can take up to 36 hours or more to absorb.

Ok but when i give a light spray of water he doesnt even move at all he has stayed in same position for 48 hours now..

If his sac has ruptured will he be ok still will it just take longer to absorb?

If the sack has ruptured (which it doesn't sound like) he/she will most likely die. All tortoises have a clear membrane surrounding them in the egg. This membrane is covered in blood vessels and sometimes they will hatch out without fully pulling the membrane down. This cuts some of the blood vessels and there will be bleeding when that happens.
You might want to lift him/her up to see what's going on.

I have lifted him up and placed him on some clean moist kitchen towel i see no blood just a clear bag with like another yellowish bag inside . I have now put him back in viv with my fingers crossed.

Yesterday when sprayed he pulled his head in today when sprayed he did nothing no movement at all.

Do you think he will servive

Best to put him back in the incubator as the humidity will be higher. Also put a damp piece of kitchen roll over the container. Don't let the kitchen towel dry out. It doesn't sound like the yolk sack has ruptured so hopefully he will be fine.

I have now put him in incubator and with moist kitchen roll tent ....

Everything should be fine just keep an eye on the humidity.
