I wouldn't like my tortoise eating a substrate like that. You would be better off changing it to standard topsoil and lightly dusting his food, weeds etc with calcium (calciun carbonate or limestone flour) if he still wants to eat it shouldn't do him any harm. Some torts are happy to eat Limestone Flour from a bowl.

Maybe he just needs the calcium in it. Have you tried calcium block? I break a block up for mine but since he s an adult he only seems to need it early season. Never heard of a tortoise eating soil though I admit.

Personally I wouldn't use it. There was a recent case of someone loosing their adult tort after using this, he ate it, got impacted, prolapsed, stopped eating & eventually died.
