Default Horsfield Substrate

Can a 'seasoned' Horsfield keeper give me some advice on which is the best substrate to use for my little fella? I have checked through the forums and started off with a 50/50 topsoil and soft sand mix which i found to dusty, then switched to a 30/70 topsoil and sand mix which is still very dusty. Can anyone please advise on hemp or other alternatives which will be suitable but not as dusty. i dont want Phil (my tort by the way lol) to be breathing in the dust or sand and irritating his eyes or nose. When you say 30/70 do you mean 30 percent sand to 70 percent soil, if thats the case that a good ratio, to srop it getting dusty try spraying it with water just enough to keep it slightly moist but not damp
hemp is also very good and readily available from horse shops(can't remember what they are called ) but horsfields do like to dig so your best bet for his main area is a soil sand mix.

I use aspen, he digs in it to sleep at night and it's not too messy
