yacht varnish is waterproof and so long as given enough time to be fully ventilated and all the odours gone it's safe for vivariums so pretty sure it would be fine for tortoise tables too!

I'd use a water based gloss paint, or water based varnish.
I'd be suspect of anything oil based, I know tortoises don't chew, but better safe than sorry. |

a lot of the stains/varnish will say on the tin if they are animal safe, not sure about paint though

I used Cuprinol shed & fence preserver. It keeps the natural beauty of wood on show.
BUT..... LEAVE IT IN OPEN AIR FOR ABOUT 2 WEEKS FOR THE VAPOUR TO DISPEL BEFORE USE.

i paint and varnish ALL of my vivs and tort tables befor sellign them. i use animal friendly fence panle paint(over 80 colours and every shop sells this stuff) and then the next day i varnish them in cradle/yatch varnish...completely safe and waterproof. as it suggests they use cradle varnish when apinting cradles and other objects for younge children so it's safe.
