Are they tiny little whiteish bugs that jump and spring around when disturbed??

They sound like Springtails. Very common and completely harmless. They like damp conditions and feed on decaying matter. I cultivate a tropical variety to keep in my frog tank. They can eat a frog poop up in 24 hours!

They breed like lightening but they will not cause your torts any harm.

I use 100% topsoil. Theres no damp coz i stopped spraying my substrate coz I got mould! They where about 1mm in lengh, redish brown n disgusting lol. Ive done a full substrate change and milton'd EVERYTHING! bathed Dexta and Darwin and threw the food away! I HATE bugs! I almost had a heart attack haha

Springtails are beneficial. The help keep the enclosure clean and eat mold spores.
