A 'UV' tube or strip light
Oh and it's covered with some tin (aluminium ) Foil

Do you mean the caps that go on either end of the tube with the wires coming out of them? ?

I think the end caps are called a T5 fitting.

They sell them for Aquariums, haven't got a clue what the proper name is.

T5 or T8 depending on the size diameter of the tube they are for.
