If you have heat on her on very hot days, she will sleep. It will be far too hot for her. When we have high temps outside, then temps inside double.
You need to turn off heat when its hot outside, and put her out when you can.
Tortoises do far better outside from May until September. Of course depending where you live and the temps you have.
I live in the SE and my tortoises can be outside 24/7 from April until October, depending on the weather.
As long as your tortoise has clear bright eyes, a dry nose, and is not gaping them its husbandry that is incorrect.
