Arcadia D3 is the one I used. When my tortoise was very small I got away with the 80w version in a tortoise table, though this depends on what ambient temperatures you have..I now use the 100w at a higher height for a bigger spread of heat/light (probably the best option, though I do believe that many keep hatchlings too warm).
Temps at tortoise level need to be around 32 degrees at the warm end of the table, buy an adjustable lamp stand(Zoo med) and adjust height until you have required temperature.
Place basking light at one end of the table so you have a warm end and cool end.
You will also need a ceramic lamp holder and a shade ( make sure you pick the correct one for your chosen lamp).

same as keith I use Arcadia D3 combined - have 100W and 80 watts - they have the foil on the back so the light/heat is shone forward. Height is around 10 inches on both as the 80w is near as efficient as the older 100w ones. if you get an adjustable clamp they are easier to manage fluctuations as opposed to a fixe ceramic bulb holder. I think I have some solar glo ones which are mega bright and some 160w which are far too hot for a normal household set up with hatchling ....in my opinion but good for unheated rooms. for my Horsfields (who have never used a light /and minimal heat source when younger) I keep at 26 degrees if indoors...otherwise they find it a shocker when placed outside all year round....but the range 26 - 32 degrees is fine. make sure you spray the substrate and him daily to hydrate and bathe. !
