Looking at how dirty he was it is possible he has just emerged from hibernating in the garden, if this is the case then you need to get him warmed up so that he will eat, plenty of soaking will do him no harm, use warmish water and soak him for 15 mins or so each morning to get him moving, if you offer food then while he is warm he may eat. If the weather is warm and sunny get him into the garden for as long as possible each day, if it is not then he could wander in a conservatory if it is safe from dangers, you could use a desk lamp as a temporary warming area but be sure he cant bump it over as it could cause a fire, or else a storage box with earth in and the lamp above. Leave water accessible to him also.
