I would have to disagree with keeping the light on at night - they do need a day/night cycle - there maybe a night light for reptiles that isn't bright - have a look at the shelled shop and see what is available.
As long as the room is kept at 20 oc any heater will do - fan heaters would be expensive to run though.
I use halogen heaters - they are quite economical.
