if the owl was hand reared then flying it without a tether etc wouldn't be a problem, and possibly reared with the cat, its a lovely relationship they have. They have a tame owl at the local garden center and it never has anything on its leg but lets anyone stroke it and sits outside when the shop is open, beautifull birds and their feathers are so soft.
