To my mind as long as within the legal framework, whether a sanctuary is a registered charity or not (it costs a lot of capital and turnover to be registered) it should be considered where there is a recommendation from a approved or recognised authority.

oooh that European commission......bye bye EUC...

I think the government one sees permit holders rather than registered charities but you will clearly know more about all this than me !! I hope they find a good hope for Christmas...

Don't think they'd fit into any of the reasons given, sadly on that permit application. However, did you spot the glaring error - copied and pasted:

The regulation allows some use of these animal and plants. You can apply for a permit to use these for research, conversation, science and medicine purposes.

yes ! I think when you go deeper though it did cover alien species....strange use of expression also. could cover a lot in the UK CB
