At what age are they classed as juvenile to adult?

it all depends on their size, but im not an expert, for example, i have a 6 yr old ibera who was over fed by her previous owner and she's a good decent size, but im not sure to class her as an adult or sub

Cadbury is a Hermann, shes about 2 & just under 8cms

well i would classify a tortoise an adult after sexual maturity, so you still have a juvinile!
