Maturity of a tortoise is going to depend on breeding size and not age. Even in the wild tortoises are going to reach breed size early or later depending on the conditions of seasons in which they grew up in.

The largest I've seen were around 20cm SCL... females.

This I can believe, my friend got her horsefield from a breeder in yorkshire or somewhere like that and the tortoise's parents are each large horsefields. Mother measuring in at 9inches SCL and Father measuring in at 7.5 inches SCL. The breeder told my friend that all the babies that have hatched from these 2 large horsefields have all turned out to be larger horsefields too. She showed my friend one of their earlier hatched tortoises who was 8 years old and she was a whooping 7.5 inches herself and apparently still growing from what the breeder could tell of.

I have also herd that their growth is not only dependant on behaviour, husbandry, genetics but also diet is a big role in their growth. If fed correctly and given a proper diet with correct supplements and calcium and vitamins then it is possible for alot of horsefields to reach "adult size" from ages of 5+. The breeder I got my horsefield from was selling 5 year old horsefield males that were ranging sizes from 5-6 inches each. Which is classed as adult size for many males seeing as the females usually get around 2 or 3 inches larger than the males.

I know of one account of a Sulcata breeding at just over 2 years old... environment and nutrition are the primary factors in development.
