A climbing rose is a great idea. There are also annual climbers that you can grow from seed. Nasturtium is one, lots of colour, very easy to grow and all parts are edible to Humans and torts alike!

a lot of perennial climbing plants become straggly or twiggy at the bottom and only have flowers or leaves at the top |

go for a climbing rose, there are some thornless varieties, but make sure you get one a suitable size for an arch, NOT a rambler which need a large tree to climb into, a lot of rambling roses were bred from Rosa gigantea which grows to 100ft...
Or there are a number of more ornamental blackberries available, which are thornless and have coloured flowers (though personally I prefer the wild type flowers), the young leaves are tortoise safe, they're great for wildlife AND you get fruit |
