Hi. I don't know Jacqui personally and have never met her but I have seen her posts on other tortoise forums over a long period of time and these suggest she is serious about tortoise welfare, knows a great deal about them and has been committed to getting things right for them.
I cannot speak from personal experience of buying a tortoise from Jacqui but if I was in your position I would take things further and meet her, maybe go and see her enclosures if she is OK with that. Most of us here that are keen would agree with the contents of her web pages as well.

I've not met her personnally but have corresponded with her on different forum sites. Always helpful and knowledgeable.

Sorry I didn't see that bit about no visits. Some breeders do not allow visits because of security worries etc. This doesn't mean they are not good breeders.
