My goodness! What a lot of hatchlings you could potentially have.
I've heard that some surface laid eggs can be viable so definitely worth incubating. Also that three clutches are fairly normal so more eggs may be on their way soon. Have you much room left in the incubator?
There are others far more experienced than me in these matters as I've only incubated and hatched a single egg. All others have been infertile and from newly rehomed females. I've never mated any of my torts.
