Do you know what any of the temperatures are in his enclosure? How long are you leaving the lights on for?
Here's a list of plants (their scientific names) that tortoises native to your area eat. You can google the names and find pictures so hopefully you can find some of them.

Hello!
Thank you for the list, this was really helpful. Most of these are in my vicinity and i'm already feeding him some of these. He ate a dandelion yesterday, i was so happy The temperature outside is averaging 17° (Celsius) but inside it's around 21-23° (I keep him in my room which is warm most of the time). When I feel it's cold, i turn on his light for 3 hours or so. I put a beanie hat in his box, he likes to go have sleepy time there! and i also sometimes carry him in my warm hand and he gets comfortable and goes to sleep immediately (one time i had to keep my hand still for 4 hours while he slept, i just loved watching him getting comfy and moving his little legs and head like he was dreaming :P)

You should have his light on for at least 12 hours a day.

ok, got it! last question. when he falls asleep, should i leave his light on or should i turn them off?

You should leave it on for the 12 hours as it's providing heat just like the sun would during the day.

Thank you so much for all your answers. My little tortoise seems to better now, he sleeps less and is a little more active. I got him calcium with D3 powder and i sprinkle his food with it, he didn't like it at first like i mentioned before but he's getting used to it. I also filled his enclosure with damp soil and put him a shallow dish filled with water where he can bathe and go poopoo

The damp soil so that he can dig into it is a good thing in that it will reduce dehydration. The water dish is important as well.
