Some seeds will appear not to be growing but their roots will be getting established. Plantain is a good one to plant, it could be that if you go out looking now you might find some of the long stalks with the seeds still on them. I have had the same as Alan, I just chucked seeds all over the torts gardens and most took 2 years to start growing, and I'm for ever pulling out new grass from there as they grow everywhere and very quickly too x
