For an outdoor enclosure. I have ordered some bamboo fencing to go round my planed enclosure and it occured to me that I should check it's OK with torts.

Not sure what you mean exactly, bamboo fencing as in 6ft high or bamboo edging as in 6 inches high? neither is really ideal as a tort can climb out over edging (or under) and under the fencing too. the fencing might help keep predators out but there would have to be a barrier of some sort to stop a tort from digging out

Thanks. At least I know I haven't wasted £40. Is it best to use chicken wire or rocks in the bottom? Or maybe both?

The best to use for anti digging out, is weed block on the bottom soil on top deep enough to plant.

yes some places call it landscape fabric, i used galvanised wire mesh, but if i revamp sometime, i would use the weed fabric easy to cut, make sure it goes along the bottom and up the sides, cut off the surplus, double up the strengh if you have enough.
