sterilised top soil and sand question

I have just started creating my indoor tortoise enclosure. Sorry if this is a daft question but i was wondering with the sand and soil, do i mix it together? or layer sand over soil or vice versa? and also, how much of each? is 50/50 ok?

Also, do i need to bake the top soil first? my OH thinks it will have bugs in it that will take over the house (he watched the fly again

I use the topsoil straight out of the bag, never had a problem with bugs etc. I use a 70/30 (topsoil/playsand) and just mix it all up together

I mix mine too, but use less sand because I found too much irritated their eyes. I probably use about 85:15 ratio

I mix 60/40 topsoil & sand. It comes straight from the bag, no roasting.
