List of requirements?

I there a list if things we need when buying a tortoise? If not could someone make one? It would be a great help to new owners and those thinking about getting a tort. Things like the best lighting, etc.

A good idea in theory, but..the trouble is with compiling detailed list of what is best is that people have differing opinions on what is the best substrate/ lighting/ housing etc

Maybe just a general list of requirements with a few recommendations saying preferences vary. I am thinking it would help people who are thinking about getting a tortoise but don't know what's involved. It may deter impulse buying of tortoises with vivs. I for one could do with a list to help me see what I need to get and why.
For instance I have just bought a digital thermometer and not really sure why. I will find out though.
It may also come up in google searches and bring people to the forum where they can get decent advice. I know I searched google when we found Herbie and came up with very little to help me.
