The first animal has inguinals which throws it off because otherwise it has the features of hercegovinensis. The U shaped top edge of the pectorals, the fact that there isn't a drastic difference in the length of the pectoral/femoral seams, and the stronger black pigment on the plastron. Though it is said that a smaller percentage of hercegovinensis do have inguinals (maybe it's 20 something percent?). Yet it appears that the other animal has no inguinals which is said to be a trait only of hercegovinensis. However, it also has a V shaped top edge of the pectorals, a much longer pectoral seam, and less black pigment.

I initially thought they were both T.h.b, they were hard to identify.

Dan said the first was T.h.b and the second hercegovinensis and after explaining why he thought that, I would agree with him. Dan is very experienced so im sure he is right (he is rarely wrong )

I think you're safe in making that choice, you should get Holgar Vetter's book, it describes these tortoises in pretty good detail.
