Can this be safe for tortoises when we do not know what it has been sprayed with beforehand?

Thanks! I asked my mom, and she said we have some growing already in our garden, just hasn't flowered... are the leaves ok for them to eat in the mean time? Pansies are ok too aren't they?

I love hibiscus they are such pretty flowers and its handy that tortoises can pick out my favourite plants and eat them
