Help needed with uploading pics!

Sorry this isn't really a thread, but i need help to post pictures for my next thread. I've looked at the FAQs and know how to do it, but on my computor there is no 'manage attachments' buton, even though i am on a 'new post' page.
Right at the bottom of the page in 'Posting Rules', it says 'You may not post attachments' but i do not know why.
I am new to the site and would really value some help.
