Not all species of tortoise need their eggs to be diapaused, but some do.
Diapause shouldn't effect hatch rate at all, but will in some species get eggs to start developing.
If your friend is getting G.platynota eggs to hatch without diapausing them, than I wouldn't change anything for the majority of eggs. If though he has eggs that he feels are fertile and haven't done anything after a month in the incubator, than he can diapause those.
Eggs never start to develop inside a tortoise. There isn't enough oxygen available inside the female to have that happen.
Just a thought on why some eggs diapause (yes it's to survive unfavorable conditions) and some don't. Most that need to be diapaused have long incubation periods and are exposed to hot or to cold temperatures during that long incubation period.

Danny... not trolling or anything but have you ever look into the tortoises that 'require' diapause and why?. As I've mentioned... It was suggested that Egytian tortoise eggs required a diapause many years ago.
