turtles/terrapins have no value and people don't realise how big they get and that they will need a pond as adults, no one wants the adults just the tiny babies you see in the shops. There are only so many places that will take a big terrapin and they are usually full up it may seem sad that they are dumped but they can and do live in our steams, ponds ect just won't breed because its to cold for the eggs to hatch. Many of us don't think they should be sold in this country because of their adult size, they are also very messy animals to keep in a tank, they are very cute when small but soon grow many as big as a dinner plate.

Usually the tortoise trust, british chelonia group and other larger tortoise groups are asked to rehome them.
One year 700 horsfields came up for rehoming from a seizure.
Leopards come up regularly too.
There have also been large numbers of hingebacks, and hermans tortoises come up too.
Although in the last few years its been leopards and hingebacks.

That is so sad. did they find homes for all of the seized animals? that is a lot of tortoises. see this is exactly the type of situation I wish I could help in.
