Default Microchipped hermans

I recently bought my 2 year old hermans tort.
She came with article 10 paperwork and it states she is microchipped, is this normal for this age now ?
I have heard of the smaller microchips but thought they started fitting them when torts were 4 years plus?

Micro chipping has never gone by age, normally size.
Now they have nanno chips they are chipped much smaller.
Not that I agree with it, but its the law:0(
