Wormer does sometimes work by making the gut wall 'unpalatable' to the worms, so they simply stop eating into the gut lining. Therefore it doesn't necessarily kill them outright. If your tort has a quick transit time or the worms are near the end of the gut it is possible they will be passed out alive.

Think it's normal to see live worms during treatment. Someone did say to me on here that the panacur doesn't kill the worms it just makes the worms not want to live in the gut anymore and they come out. See what others say xx

Found this on the web Panacur does kill the worms
How does Panacur work? Panacur oral dewormer contains fenbendazole, which kills parasites by disrupting their energy metabolism. It can take a few doses to kill them all so don't worry. If we think about it we need them to die or thye will just go back in it;s bad enough we have to wait 2 yrs for all the eggs in the area to die hence the regular worming.
