As to keeping outside full time I wouldn't suggest it in your neck of the woods until the tortoise is at least 2 kg. Even then... with a heated shed... you have to keep an eye on the tortoise and make sure you either move it into the shed or make sure it goes in on it's own. The shed should be locked closed once the tortoise is in so you are sure it does not come out.
