Default Is this the same Tortoise?

Was looking through Pagani's Paper work today and took a closer look at his ID photos that came with him i dont think it is the same tortoise!
I know he was imported from Germany as the person i got him from had got him from Hamm. Here are some comparison pics-

Hi Sarah,

I don't think so, if you look on the plastron shot of the german hatchling (he) has two black spots on his anal scutes yet Pangani only has one??? Also the carpace view of the german one looks really dark???? Is that def a hermanns?????

Only my opinion - probably wrong but hey-ho!

I been looking at pics a lot since you posted them and i dont think thay are the same tort He is lovely all the same
