unfortunately not enough facts in the report to make an opinion on it.

im presuming from what is said he was selling/rehoming rescue tortoises on (rehoming with a set fee????) without paperwork.

Interesting article - yeah, reading between the lines the guy was "rescuing" tortoises then charging a rehoming fee for torts who had no papers As Mark says, not enough info to form an opinion really

Yes, interesting. But, to charge a rehoming fee (in my opinion) isn't that bad, rescues have to maintain heat and light, cleanliness etc, dogs trust and cats protection league do it. It's not quite like selling them for profit. Obviously depending on what the fee was.

You'd need more facts to comment fully.

the problem is that dogs and cats arnt on the cities list.

selling any animal on the cities list without the correct paperwork is illegal regardless if its a rescue or not, but I suppose if some wanted to take a rescued tortoise off him for free and give it a good home (which is legal) I suppose they could then pay him x amount for the box and hay ??????
