That's just the NHS - you can see 'certain' doctors on a private basis who will prescribe you anything you want. Furthermore alot of prescription drugs find their way into the black economy. If you have the right contacts they're easy to obtain.

I don't know how to get illegal drugs but it is a lot easier in America to get lots of painkillers. They just go to different doctors and no one ever checks how much people are on it doesn't get questioned.
