Like Alley said it's most likely because they have been moved to a new table (which makes it a new territory for the tortoises) and your female is probably just reasserting herself as the head tortoise.

I think it depends on the species, as I have never had this with my female iberas in over 30yrs.
It didn't happen with my graecas either.
It certainly did with the males:0)

1 of my females often mounts and acts out mating other females despite having laid fertile eggs for several years.

I believe both my THBs are ladies, despite one being called Vincent, and a while back they also indulged in some girl on girl action. I think I even took a video

They haven't really done it since, I guess they were going through an experimental phase. Nothing to worry about.
