Default Straw or hay

I manage to forget this with alarming regularity so I'm asking in here so I have a permanent record... Which is best as a substrates straw or hay? Not for me, I let my tortoises burrow in their table, for a friend who doesn't.

I always use top soil, sand and gravel mixed up for my meds, that's what they would have in the wild.

Agreed, neither, let them dig down in top soil, much better for them.
