Just keep him clean, dry and warm until you can get to the vets. Keeping him on newspaper will help with keeping the wound clean.

You need to get to a vet before you find the other tortoise, otherwise the one with damage
could get worse.
Even savlon on the wounds will help stop bacteria getting in, if you have not got anything
like betadine or the like.

I'm not as experienced as most people on here but I would have thought that if the dog had attacked the other tortoise there would be some visible evidence love. Try to stay calm - get Fluffy onto some newspaper and kept warm and ring the vets for advice meanwhile. You need to get on your hands and knees in teh garden and do a fingertip search for the missing tortoise, quite literally looking at the garden from the tortoises point of view. Do you have a friendly neighbour or family member who you could call to help you out at all????

they were in the house locked in the front room and the dog got in all the doors upstairs were shut so the only place would be downstairs and weve looked everywhere the vets are shut
