What I don't understand here is why they cannot set up the locals to breed the animals and sell them.

They can get as much for a baby as an adult... why raise them?

Well you know why they can't export them legally You'd have to change CITES rules to let that happen.
I would assume that the government could give them permission to sell farmed animals in the markets. I would also assume that the tortoise and turtle groups would pressure the government not to do that.
Would it even make anyone money to raise a hatchling up to be large enough to get a fair quantity of meat. If it wouldn't than not many people would be interested in doing it.

Yea... that's exactly the point. Current legislation does not allow the movement of the animals.

It's up to the government to realize that they have a population of people in poverty and a resource that they can capatilise on.

Show the people how to raise tortoises(WHAT??????) and market them. Yea... we are so spoiled in the grand scheme of things.

I've suggested as much with the Chersina and the Egyptians... I've gotten agreement... no active response.

This would be a windfall to conservation.

I could see things happening with Bowsprits, Chersina angulata, as they are only CITES II. Not sure you'd get anyone to budge on the Egyptians though.

I know CITES has a provision for farm raised CITES I animals. But to satisfy their requirements is basicly impossible. I think one of the requirements is that you can only sell F3 offspring and the F2s must have been bred at the farm. I know Bill Z. has tried with the Radiateds and even he wasn't approved.

You need to think outside of the box. The current regulations are there but you have to know as well as I that 'they' can change the rules at any time and point.

There is going to be a point that they are going to get a clue and you will see a change. I suspect it will be in our lifetime.
