Default Leopard tortoise

Hi everyone I brought a 7 year old leopard tortoise off someone but I'm slightly concerned as he only measures 7inches and so many people are telling me there's are half the age and double the size is this normal for my leopard tort to still be relatively small compared to others also do male and females grow the same size ?

If your Leopard is 7 years old it is a bit small at 7 inches. Males and females usually are fairly close in size at adulthood.
