Is this topsoil?
I'm not sure if soil conditioner and topsoil are the same thing, I think it may be soil improver that is topsoil

ah cant tell alan . but in B&Q their top soil is called "soil improver"...lol..if thats any help

Soil conditioners, soil improvers, are mainly green waste composts, produced by a lot of local councils now.
