Default Substrate Query

Hi, I have an outdoor encosure which has top soil, rocks, the usual substrate/terrain.

I have recently added a kennel area joined on for my tortoise to get shade/warmth and shelter as at the moment she uses the cold frame which I worry may be too hot.

I am just wondering if I would be able to use Timothy Hay in the kennel area as a substrate to make a change from the soil and aso because it has a plywood base which may rot under the soil.

If this doesnt sound a very sutable substrate would you be able to reccomend anything which may work better?
