Well in my opinion it would be a high risk that they would not live happily together, so unless you have the room to keep them seperately I would not take that risk. What is the reason you want to keep this ratio anyway, is it to breed?

ummm... well... given a little thought... it's a natural ratio.

I'll throw the question to you... have you kept any 1.1 ratio chelonians?

I don't think it is a natural ratio as in the wild they would rarely come across each other so forcing then together all the time wouldn't work for the female IMO. I have a ratio of 9:2 and that just about works for mine.

that ratio would never occur in the wild.

The answer to your question is yes but they were not of breeding age, I would not house mine on a 1.1 ratio for the same reason that many other keepers do not, IT IS HIGHLY LIKELY TO CAUSE THE FEMALE STRESS, you can do what you like with your tortoises I am not interested, I am just replying to the thread with my opinion.
It is also my opinion that it is not a natural ratio for animals that are confined, so therefore have no means of escaping the male for long as they would if free.

You might qualify your statement by saying 'I believe...' . You might also offer some reference to your statement... the TT does not count.

Ummm... if you haven't kept adults in a 1.1 ratio together... how do you know?

You are entitled to your opinion on a public forum... even if I beleve it is wrong.
