optimum humidity for a horsfield tortoise

Hello I am just wandering what is the optimum humidity for a horsfield tortoise. I just got some top soil from b and q and it was quite moist. I feel as it is still drying out the humidity is dangerously high. My hygrometer is reading 70 considering they are a hot desert kind of species I am very worried. She is also starting to slow down a bit and is not eating as much could this be the problem? Also what do I do to solve it.
Any of your help is appreciated.
