Default Under the heat light

What is best for under the light, hemp or soil/sand? I have a small amount of hemp under mine with oyster shell on top of it, but Hurley just seems to move hemp around to cover the oyster shell then digs in the corner under the lamp!

I would put the soil/sand under the heat light and the hemp at the other end --and make sure that the end farthest from the heat lamp is where the sleeping arrangements are (your little house). Your tortoise will want to be cooler at night to sleep. Also, I suppose there is a greater danger of fire should your bulb fall onto hemp than there is with sand/soil.
