30cm log roll edging query

Will log roll edging 30cm tall be tall enough to contain adult Hermans?

That's about 12" in old money. I think if one tort was to climb on top of another it would get over that. If you have only the one tort it might be okay but anything at all that it could climb on, it would be able to escape I reckon. Remember they are able to move quite heavy objects
