Default Size suitable for mateing

My two Hermanns (thb) both female, willow is quite small I think for her age, she's is 7yrs and Cavalli is 6yrs, yet Cavalli is bigger. I've just measured the plastron of both Willow measures 8cm and Cavalli measures 10cm.
Not that I'm mating them well not yet anyway, but do they need to be a certain size, I know about the age thing.
How long are other peeps torts who are a similar age to my two?

Age makes very little difference to whether a tortoise is able to lay eggs/breed or not. With female Testudo hermanni boettgeri they will be adult between 6 and 6 1/2 inches SCL (you measure the carapace instead of the plastron). Males are adult between 5 and 5 1/2 inches SCL.
