What if the sugar doesn't dissolve? That's like putting sand on it.

Not really as even if they pull it in with sugar on it, the sugar will eventually dissolve. Sand though will never dissolve.
The whole idea though is not to have the sugar dissolve. The sugar is pulling water out of the penis to make the swelling go down. This is the same idea as pouring salt on a slug, just that sugar doesn't sting like salt would.

If the males in the wild were hanging out their trumpets like they do in captivity then they would scrape up all sorts of crap, and possibly get infected anyway, but maybe wild torts immune systems are stronger than our mollycoddled captive bred babies hahaha x
