When I have this trouble with my turtles or tortoises I always just pour sugar on the offending organ Leave it on for 5 to 10 minutes than rinse off and do it again if it hasn't gone down enough to go back in. You can also push it back in (sometimes possible) with a finger and hold the tail to try to keep it in while it goes down.
