I have to be honest, I keep tortoises for a few years now and so far I have never burnt there plastron ,carapace or any other part of there body, also soil can get as hot as rock, and they have the space to move away if it get too hot for them. I use 70W and 100W bulbs that I have hanging at different heights probably that's the key. The room temperature is between 23-25 degrees and 32-37 under the lights during the day and 19-20 at night .
